The Road to 2.18

This continues where the "Road to 2.18" section on that page leaves off.

It's been a LONG time since we've had a new stable full release.  I think
pretty much everyone agrees that it's high time we had one now.

I'd like to propose that we do our feature freeze for 2.18 on March 15th.
That's a little less than a week and a half from now.  Is this too soon?
Whatever date we pick is initiating our new date-based release cycle, so
that puts us freezing for 2.20 on September 15th if we go with that date.

Keep in mind that only means no new enhancements can go in.  Low-risk or
high-impact bugfixes would still be welcome after that point.
