bz-devel entity?

I'm trying to get the Guide to compile cleanly in XML (using Debian's
xmlto tool is so much easier than building your own toolchain).
Unfortunately, the "bz-devel" entity, which defines some optional text
if it's the development version of the Guide, doesn't validate
appropriately as an XML entity.

Anybody mind if I nuke the two locations we're using that so that it
will be perfectly valid XML?
