2.18 Release Notes

We need a volunteer to take on the task of updating the release notes 
for the 2.18 release.

It's likely going to be a sizable job, because they've hardly been 
touched since 2.16 released, and Bugzilla has changed a lot since then. 
  We have over two years worth of changes to condense into a readable form.

The bug that goes with this is 
http://bugzilla.mozilla.org/show_bug.cgi?id=150149

And so everyone knows, this *is* blocking the 2.18 release candidates, 
so we won't be releasing until it's done.  I have no objections to 
multiple people sharing the job if you want to split it up. :)
