configuring

Are you accessing a local file ou though the web server? If you acess
through a web server (you have an http://... URL) you should check you
apache configuration (see if you can execute CGIs -- if you need help on
this just say) and whether index.cgi has executable permissions. Can you
execute it on a shell? (I'm assuming you're running on UNIX)
