SCM Integration support in Bugzilla

Hello again,

I just upgraded my Bugzilla 2.16.5 to 2.18rc2. Naturally, the Scmbug
integration broke, and I fixed it. This will be that time that I request
from Bugzilla to provide some functions that can assist integration
efforts to get some information from bz to perform various verification
checks.

So far, I've been using the functions listed here:

Please comment on which of these functions could be accepted in some
integration API. I'd like us all to define the minimum set of functions
that are guaranteed to be available (or backported) in Bz 2.14.x, Bz
2.16.x, Bz 2.18.x and anything in the future. I'd like you to force me
to use a single package (e.g. Integration.pm) that is guaranteed to
never break the bugtracking-backend integration, and that we all upgrade
accordingly when schema changes occur.

So far the Scmbug integration has been verified to work with 2.14.2 and
2.16.5, and now with some fixes(see
http://bugzilla.mkgnu.net/show_bug.cgi?id=396) to 2.18-rc2.
