No major browsers misunderstand this AFAIK.  But even if they did, it's 
standard CSS and has been for a long time, and using it in alternate 
stylesheets is an optional feature, not one we'll use in Bugzilla 
proper, so it's OK to leave non-compliant browsers behind here.  Note 
that we're already using multiclassing for body tags in at least 
show_bug.cgi.
