AFAIK a complete SCM has features to assist the CCB review and grant
approval, which include flags and attachment management. And I am sure a
*lot* of people on bmo and elsewhere use the diff (and invaluable
interdiff!) functionality that jkeiser brought upon us (I do!). Certain
well-thought-out features are definitely welcome, even if they don't fit
in someone's model of what a "bugtracker" is.

When considering adding this specific funcionality, I don't see it as
steps toward a slope -- I see it as what makes Bugzilla positively
differentiated from other competing tools.
