There have been several good postings on the issue, so I'll be short: 
Yes, I agree with your comments. Target date is a natural addition to 
the current timetracking. It's also a necessary field to make whining a 
bit more effective; the P1-P5 fields tend to get out-of-date, so they're 
not that good a base for whining about the most critical bugs.

Things will rock on the day when I can configure a whine to be sent when 
(deadline - (hours_left/8 days) <= current date + 7) - i.e. there's less 
than seven days time marginal for an optimal implementation. Just as an 
example. :-)
