Sounds very sensible.

But I don't think we should confuse this with actual user-facing release 
notes. A note to developers@ making them aware of the change and telling 
them of the impact on them would be very different to a note suitable 
for publication in user-facing release notes.

I say we do the former, but let the latter be compiled at release time, 
as normal (perhaps using the former as source material.)
