Bugzilla 2.18 localization

For those of you who are willing to prepare localized templates for 
Bugzilla 2.18, we have now frozen the template structure for 2.18, in 
order to let you guys have an easy time of updating the templates 
without having to wait for 2.18 to actually release.

If you start with the templates that are available in the Bugzilla 
2.18rc1 tarball, you can track any additional template changes since rc1 
at this url: (link redirects into bonsai.mozilla.org)

As mentioned, the templates on the 2.18 branch are frozen.  We will make 
changes to them if required for w3c validation purposes or for fixing of 
regressions or security bugs, but those changes should be minimal, and 
can be tracked at the above URL.

There is one item pending regarding the charting system that may create 
a bit of upheaval in the templates related to charting, so leave those 
for last. :)  (these would be search/search-create-series.html.tmpl and 
anything mentioning 'series' in the reports directory)

If you get a localization up to date and ready to go, be sure to let me 
know so I can update the version list for your localization on the 
Bugzilla download page.  Thanks again for everyone's efforts!
