Either I'm supposed to or I'd love to, but changing the layout
significantly is going to be something incredibly difficult to do
without a go-ahead-and-we'll-support-you-through-the-good-and-the-bad
from the team. 

I've been looking at some different designs the past week, and I have a
good idea of what I should shoot for -- namely, simple changes that
would improve usability and reduce confusion, as opposed to large
redesigns that make Bugzilla unfamiliar in the short term. However,
people need to agree to this approach before I commit to produce a bunch
of template changes, particularly because they are *very* prone to
bit-rotting unless we agree on them in a timely fashion.
