True, they should, but they can anyway, since the docs are available 
online.  Wouldn't most of these users prefer the online version anyway, 
with its guarantee of longer lived URLs for bookmarking, Google 
searching, and the like?  I know I do.

CVS checker-outers are a small subset of Bugzilla users, those who can't 
build the docs an even smaller subset, and those who prefer to read 
local docs an even smaller subset.  It seems like an unnecessary waste 
to cater to that set when it's a matter of preference and in the face of 
significant pros to doing something else.

I should mention another pro for me with not storing the generated 
versions: cleaner CVS updates that are easier to read for the important 
changes to my working copy because they don't contain a bunch of docs 
changes I'm not interested in.  Come to think about it, leaving 
generated versions out is even better when I am interested in the docs 
changes, since it's the XML changes I care about anyway.
