Take a look at bug 199116
(http://bugzilla.mozilla.org/show_bug.cgi?id=199116).

It provides the ability to append commit messages to one or more bugs,
and optionally link the messages to a ViewCVS installation in various
useful ways.

Currently it only works with CVS, but since I'd be surprised if
Subversion doesn't allow a script to handle commit messages it
shouldn't be too hard too make it work with SVN too.
