autocomplete for names

Yeah, caillon did it for Zippy...  the code is posted on 
bugzilla.mozilla.org somewhere, it did get contributed.  Hasn't been 
cleaned up enough to use in "upstream" Bugzilla though.  I used it as a 
starting point for the component autocomplete on Ubuntu's Bugzilla.
