Actually, it wouldn't. Because the type of rearranging I'm talking
about means that someone who has their live Bugzilla install checked out
of CVS (lots of folks do this) would suddenly have their Bugzilla break,
because all the CGI files would be an additional directory level deeper
in the tree than they were when they checked out initially. Even if we
were using SVN (or Arch, I think Arch has a more promising back end if
they can clean the UI up some), moving files a level deeper in the
directory structure would still break their install.
