OK, reading over those, that's more or less what I remembered seeing. 
That pretty much boils down to "we want to replicate Bugzilla 2.x's 
feature set, but without the following problems:" and proceeds to list 
off a number of things that have already been fixed in Bugzilla 2.x 
since that document was written.
