Sometimes, "Both" is the correct answer.  I don't want an administrator 
throwing a switch one way or the other anyway.  Ideally, I'd like to 
have my heavily used links assigned to links and have the rest available 
in a list.  I'd prefer a per-query assignment.  (Just like putting 
bookmarks in a toolbar, directly in a pull-down, or in a folder)
