Well, to illustrate *my* use case, our clients send us database dumps
(that vary from 20-80MB in size), and sometimes multiple dumps per bug.

I haven't done performance testing so far, however, and the database
runs fast enough, so I can't say I'm all for this. The main advantage
(apart from a potential speed boost) would be to allow simplified access
to the attachments themselves (the filesystem is "more visible"), but
you could argue that could be mitigated with an attachment navigator
template.
