Maybe. But, I have a constraint here. We have built several layers on
top of Bugzilla code to customize it to our needs. As 2.17.4 has a
different code base and a DB schema (correct me if I am wrong), it could
prove an effort to use 2.17.4 (Also, I gather, it is not a stable
version yet).

So, that's my requirement, to patch on 2.16.3.
