Test mode for email

On 13 Oct 2003 at 17:21:25, Joel Peshkin arranged the bits on my disk to say:

> b) Provide a mechanism to force all mail to be written to a file instead
> of sent

84876 provides b.

It also allows you to turn all mail for an insatllation off entirely.
