Bug Dependancy

Is there a reason why if one bug is dependant upon another that you can
still close the dependant bug? Say for example bug 231 blocks bug 233. if
you try to resolve bug 233 it does not even give you a message saying that
it shouldn't be closed until 231 is since it 'depends' on that bug. Is this
way it is meant to be?
