Someone mentioned one a while back, wanting to make sure they weren't
duplicating anything.  They said they were going to start a bugzilla-fr
project on Sourceforge if nobody had one going yet.  As of now there is
still no such project on Sourceforge, and I have never heard from that
person again, so I would assume they lost interest and nobody's doing it
yet.
