That's not true; I get excellent PNGs on reports.cgi with 0.99.

Could all those people for whom reports.cgi is working please run 
checksetup.pl and post the correct snippet of their checksetup.pl output 
to the following bug:
http://bugzilla.mozilla.org/show_bug.cgi?id=204939

That way, we should be able to narrow down exactly which versions work.
