Submitted a new bug, ten people got an e-mail

I was on the Bugzilla.mozilla.org site today and enter in a bug (#204646)
and ten people got and mail. How is that? I did not put any cc's is watching
someone the only way for this to happen? As far as I know only the reporter,
owner, and QA contact would get these e-mails.
