But if you reassigned an 'assigned' bug to someone it comes up as new.
Should it not stay assigned there?

This is by design, though you could argue it (or at least the labelling)
is broken. IIRC the reason is that certain organizations have these
things called "managers" that assign bugs to engineers, and not the
other way around. In that case, the engineers receive a notification
through email that bug X was assigned to them, and then they proceed to
spend the weekend coding a fix.

I thought so too, but once someone on IRC pointed out this fact to me. I
think at least the label is wrong, and a bug to change it might even
exist.
