checkboxes on editusers.cgi

I just figured that out right before your reply.

The problem is the description text isn't formatted well on the web
page, so it doesn't line up directly over each column.  I realized that
the "|" is meant as a dividing line between the two pieces of text
description.  The part before the "|" applies to the column on the left,
and the part after the "|" applies to the column on the right.
