Yeah, you should be able to edit the mail headers in the params, to put
whatever headers you want in them.  That'll help with the mail headers, but
not with the actual web pages.  In 2.16.3 and 2.17.4, you'll have to touch
about 40 files to get consistent charset headers.  On the CVS tip it's in
one spot in Bugzilla/CGI.pm.

Or I might be awake now. :)  (just lucky, normally I'm not up this early in
the morning :)   I'd be happy to put it in contrib if it was licensed with
MPL.  If not, we can link to it from the website and/or docs as mentioned.
