bugzilla cvs tag issue

cvs update -A in your root bugzilla directory will get you the absolute
latest.

If you want the latest development release, cvs update -r BUGZILLA-2_17_4

You should look at the documentation at www.cvshome.org for more info on
how to use CVS.
