It's actually called "[Bug Creation]", including the brackets around it.
It's the very top item in that list box.  That field has been listed there
for as long as I can remember, so if you don't have it, you either have a
VERY old Bugzilla or someone manually removed it from your install.

Your "screen shot" is a word document.  That's extremely limiting your
audience. :)   GIF, JPG, or PNG would have been a better choice.
