Automatic e-mail notification when someone raises a P1/Blocker

That's email notifications... and, I agree, it's a good idea (it's actually
part of a larger email-prefs issue). 

Considering I just graduated and am taking the summer off, I'll be
shameless and note that it would be likely to get implemented faster if you
threw some money at the problem. :-p
