Hmm. I tried that (in 2.17.4) with a group named "incoming", and the
user who's not in the Default/Mandatory group still seemed able to see
the bug in a query and go to the bug's detail page. The query result
line for the bug was white (as opposed to grey for the others),
though.
I'll test more carefully in the morning.
