I think we are all on the same page here. I doubt anyone will object to 
markup cleanups, and CSSification (and many will applaud) if they meet 
the following distilled criteria:

- Bugzilla has to still function in NS 4, although how it looks isn't 
particularly important
- Bugzilla has to function and look OK in Lynx
- Bugzilla has to look pretty much the same as now on IE5.0+, NS6+, 
Mozilla1.0+, and recent Operas. (Any significant change in look or feel 
may result in a flamewar; these should be done independently of markup 
cleanup.)

Also, I'd strongly recommend only doing templatised pages. :-)
