An ideal goal would be to reserve tables to be used only for tabular 
data.  The tables that contain blocks of HTML where DIV's would be more 
appropriate would be the only ones removed.  Buglists would be in 
tables, for example, but the container holding the Buglist table and 
other page contents would not be a table, it'd be a div.
