HTML 4.01 transitional compliance

The normal .html files are compliant, the output from say query.cgi is
not:

    <label for="target_milestone" accesskey="t">
    <select name="target_milestone" id="target_milestone"
    multiple="multiple" size="5"><option value="---">

In both 'for' and 'id' the underscore is not allowed and we use them
heavily.  I reckon for easier mapping to the columns in the database.
