There may be fringe cases where that's necessary :)
FE, the time tracking information. I'm not sure if it works that way now 
or not, but I can certainly see where a person or company may wish to 
have a public bugzilla but keep their resource expenditure information 
secret.

Also, the second part of that bug is important: who gets to edit it. 
Even if it's as simple as does it require editbugs?  But as long as the 
field is custom anyway (eg, may or may not exist) and you have to have 
some way to define some kind of permissions, it doesn't seem like it'd 
be terribly difficult to add the first half (or last keep it in mind).
