So for just creating another instance on the same machine ... we need to
untar the Bugzilla tar on some different folder and just change the database
name

Well, you can either use the category "products" (if you have restricted
yourself to one product (and several components) for the previous
project).

Yes, you can. We do so---and http://landfill.bugzilla.org/ does too.

It should be enough to untar another bugzilla and change the name of that
bugzilla database from "bugs" to something else (in localconfig).
