need help in bugzilla mail configuration

The easiest solution is: don't use Windows.

Win32 is not supported in the 2.16 version.

Win32 is not supported in the 2.17 version (yet).

If we're lucky, Win32 will be supported in the (as yet unreleased) 2.18
version.
