It depends what you mean by an XML-RPC interface. Even today, you can
send HTTP GET requests to Bugzilla to make it do things, and often get
the results (e.g. of buglists, or bugs) back as XML.

We are already moving in the direction of splitting the back end from
the front end, and have been for over a year now. But I don't see why
that requires splitting Bugzilla into two projects. What evidence do you
have to support your assertion that such a project split would be very
popular?
