You do realise it's possible to turn off Refresh in IE 6? As far as I 
know, it supports it fine (as evidenced by the lack of bug reports about 
Bugzilla being broken under IE 6 in b.m.o.)

[ I should say that, having said that, I have no particular problem with 
replacing this mechanism with one which produces exactly the same result.]
