Migrate Bugzilla 2.12 to 2.17 (MySQL)

Gervase,

Thanks for that - couldnt find any mention in the manual 2.17.4 (in the
install section or the upgrade section)- but you're right it does work!

There are a few references to "attachstatusdefs" that really ought to be
qualified with "if TableExists" - but other than that it's all good.
