Conversion of Outside Bug database to Bugzilla

That is what I was looking for, the is there a format for the XML export? I
actually have to import from two different systems so this would be ideal.

No, because there are as many formats the data could be in as there are 
bug systems. You can either write your own input script to write 
directly to the database, or convert to XML and use importxml.pl. The 
latter might well be safer.
