Enter_bug.cgi

When I go to the enter_bug.cgi on the Bugzilla.org I get a quite different
looking bug entry then the one I see on the current system that I run
2.17.3. Is this is because it has changed since that version? Or is it in my
system, and not showing? If it is not in the current system, could I get it
easily?
