Who gets to define datasets and how far do they get shared?

     Now that we have an arbitrary number of groups available, it should 
be possible to designate a group of users who are permitted to create 
datasets where those datasets are "owned" by the user who created them 
but can be shared with others in a manner similar to the way a bug can 
be shared with others or restricted.

     Ideally, it should be possible to create a group of datasets in a 
single action.  For example, I may like to have the REOPENED bugs in 
productA or productB at a priority of 1 and the same query at a priority 
of 2, 3, 4, and 5.  Ideally, I should be able to specify a dataset for 
the REOPENED bugs in productA or productB GROUPED  BY priority.

     Don't forget to make it easy to get the data in some form like CSV.

     I would still like to see retroactive generation of these graphs be 
possible, though bug 163463 should be addressed if we do this. (This 
could be limited to certain fields that can be retroactively figured out 
rather than rolling everything back)
