2.18 planning

This is the plan I posted for 2.18. I think we should be doing 1) right 
now. Anyone got any views?

We should:

1) Discuss possible goals for 2.18
2) Decide on a timeframe for 2.18
3) See which goals we can get in that approximate timeframe
4) Prioritise those goals, and set them as goals
5) Set other big items as explicit non-goals
6) Start work
7) Release developer point releases once every month or two
8) Have a goal reassessment, short or long, at each point release
