It might be worth thinking about though.  If it does work reliably, then
AFAICS we wouldn't really need mod_perl.  Granted, a lot of Bugzilla
variables won't get cached, but I believe DBI does its own caching
anyway.

If we can avoid hacking the code to work with mod_perl, it's probably
worthwhile.
