I want to check in the Localisers Guide ASAP. So, after the conversation 
above, I plan to create two top-level directories - currently, I think 
they should be called "administrators" and "developers", but I can see 
some people might want to argue for shorter names such as "admin" and 
"dev" or "hacking", even.
