where to put CSS and JS files

I agree with Bradly on this... it's pretty much the first thing I 
thought when I saw 'logic'... but 'scripts' is reasonable.  'js' isn't 
bad either as I really doubt that we'll intentionally include any 
vbscript :)

So would we just move what's currently in css/ to styles/?
