process_bug.cgi as backend and dontchange

There usually is a reason for that sort of thing. I can't think what it is 
off the top of my head, but try a few rounds of |cvs annotate|.

The other thing to be aware of is that there is no guarantee that the 
process_bug script format won't change - in fact, theres a rather large 
chance that it will, but by the time it does that you can use Bug.pm 
directly anyway.
