Comments for CVS -> Bugzilla Gateway part 2

I still think that within the simplicity of the interim bug fix, there 
should  be a way for an administrator to customize what is parsed in 
some reasonable way (i.e. other than manually modifying CGI/PL).  That 
way places that already have a checkin standard don't have to change it 
unnecessarily.
