I think we should have three in the default installation.  One that's a
little bit more stripped down than the existing one, one that lets you
enter anything you can change in your new bug report (i.e. a complete bug
entry like everyone's asking for), and the Bugzilla Helper.  The second one
will have to wait till we get process and post merged.
